During the first session of the 106th Congress, Heritage experts briefed 143 Representatives and 41 Senators on issues ranging from taxation to ballistic missile defense. In addition, 32 Heritage experts testified before congressional committees during 1999. The Resource Bank also lists names of policy experts from conservative policy organizations across the country
