Exploring Concepts of Liberty in Islam
By Kim R. Holmes, Ph.D.
(Heritage Lecture #1097)
The Heritage Foundation has established a long-term project to explore the question of whether the ideas and practice of Islam are compatible with Western notions of liberty—such as individual liberty, religious liberty and tolerance, and minority rights. The answers to some key questions that can act, perhaps, as benchmarks for people living in Muslim societies and states for how they would relate to the issue of liberty and freedom.

Economic Freedom as a Human Right
By Kim R. Holmes, Ph.D.
(Heritage Lecture #1094)
Economic freedom is more than a path to prosperity. It also is a condition that opens up opportunities to enjoy freedom in the largest sense of the word-both politically and socially. We should never entrust the United Nations or an international court with the important task of safeguarding our rights and liberties, much less with attempting to create new ones.

Just War and Endgame Objectives in Iraq
By Joseph Capizzi, Ph.D., and Kim R. Holmes, Ph.D.
(Heritage Lecture #1081)
The just war theory connects the use of military force to politics, reminding statesmen that war and politics serve the same goals—namely, justice, order, and peace. Every activity within war must be scrutinized for its capacity to create a more just reorganization of power. Robust analysis should attend not only to questions about whether war is justified, but also to broader political questions about the dynamics that lead to war and strategies for achieving peace.

Liberty's Best Hope: Why American Leadership Is Needed for the 21st Century
By Kim R. Holmes, Ph.D., Henry R. Nau, Ph.D., and Dov Zakheim, Ph.D.
(Heritage Lecture #1069)
To counter the challenges to America's leadership at home and abroad, even by long-standing allies, we must be more persuasive, win the war on terrorism and the war of ideas, work to reshape the international system, invest in a strong national defense, keep our economy on top, get our own house in order, and, most important, put the advancement of liberty back at the center of foreign policy.

Twelve Principles to Guide U.S. Energy Policy
By Stuart M. Butler, Ph.D., and Kim R. Holmes, Ph.D.
(Backgrounder #2046)
The best way to facilitate access to oil and gas and foster new alternatives that work for the U.S. economy while addressing homeland and national security concerns is to focus on policies that help America to achieve three overarching goals: unleashing the power of free enterprise, protecting the nation's energy interests, and advancing free global energy markets.

Iran's Growing List of Hostages
By Kim R. Holmes, Ph.D., and James Phillips
(WebMemo #1479)
The U.S. must firmly demand the release of Iran’s newest hostages and rule out making any concessions that would encourage Iran to take more hostages in the future.

The U.S. and India: Partnership for the 21st Century
By Kim R. Holmes, Ph.D.
(Heritage Lecture #998)
America and India both have much to gain from their growing strategic relationship. Together, they can more easily show to the world the consummate value of freedom and democracy; can better deal with global terrorism and the proliferation of nuclear weapons; and can foster greater stability, development, and freedom in Asia and beyond.

Spreading Freedom Around the World
By Kim R. Holmes, Ph.D.
(Heritage Lecture #937)
We must never take for granted the march of freedom. As Heritage President Ed Feulner showed in his 1998 book of that title, the line is never straight, and the walk is never easy. In fact, it can be very costly and fraught with setbacks and disappointments.

From Tragedy to Triumph: Principled Solutions for Rebuilding Lives and  Communities
By Edwin Meese III, Stuart M. Butler, and Kim R. Holmes
(Special Report #05)
As Congress and the nation work to rebuild shattered lives and destroyed neighborhoods and businesses after the Katrina disaster, the need to take action swiftly must not lead to steps that cause dollars to be used inefficiently or to unwise decisions that frustrate long-term success. In addition, because the homeland security grant system and the billions given to state and local governments and to the private sector have not improved the nation's capacity to respond to catastrophic disasters, the Administration needs the authority and organization to build an effective national response system that can be quickly activated for such devastating disasters.

Iran: Don't Trust an Abuser with Nukes
By By Kim R. Holmes, Ph.D.
(WebMemo #824)
Iran seems more determined than ever to acquire nuclear weapons. Under its new president Mahmoud Ahmadinejad, Iran has rejected a European Union offer of security and economic incentives, including nuclear fuel for energy, in return for stopping all uranium conversion in Isfahan. The reason?

Threats and Opportunities in the World
By The Honorable Kim R. Holmes, Ph.D.
(Heritage Lecture #833)
America must be vigilant against the physical threats posed by terrorists, but also against the moral and political ones. The war on terrorism is as much a war of ideas and morale as it is one of rockets, bombs, and suicide bombers, and it is on the ideas-and-morale front that this war will be won or lost.

Promoting Economic Freedom at the United Nations
By The Honorable Kim R. Holmes
(Heritage Lecture #823)
The U.N.'s credibility and effectiveness in reducing poverty and promoting economic development are at stake, but what really matters are the lives of millions around the world for whom economic freedom offers the best hope for a more productive life and the dignity of self-reliance. An alliance that promotes that agenda would make the U.N.'s development work much more effective.

America Strikes Back
By Kim R. Holmes, Ph.D.

The Administration's Anti-Terrorism Package
By Kim R. Holmes, Ph.D. and Edwin Meese III
(Backgrounder #1484)
The changes in law contained in the Administration's anti-terrorist proposal would be a small price to pay to enhance the nation's capabilities to apprehend terrorists. Whatever limited sacrifice in privacy and privileges there may be in these proposed measures is small in comparison to the long-term risks posed to civil liberties by terrorism.

Beware of Constraints Imposed by International Coalition
By Kim R. Holmes, Ph.D.
(WebMemo #38)
The U.S. faces a fundamental dilemma in this international war against terrorism. In order to gain Islamic support for a war against radical Islamic terrorism, the U.S. will have to make common cause with some Islamic states that are not only corrupt and lack legitimacy, but also are even sometimes part of the terrorist problem.

The Terrorist Attack on America: Implications for U.S. Policy
By Kim R. Holmes, Ph.D.
(Executive Memorandum #775)
This week's horrendous acts are yet another warning. Americans must not permit the type of complacency and self-delusion that made this week's atrocities possible ever to return. Freedom and civilization are at risk. Business as usual is not an option.

The Aftermath of the Terrorist Attacks on U.S.
By Kim R. Holmes, Ph.D.

2008 Commentary

Who'll lead in Asia?
By Walter Lohman
Occasionally, a simple remark reveals far more about the state of American leadership than any speech, policy statement or white paper. During an official visit to Beijing in late May by Lee Myung-bak, the new South Korean president and stalwart American friend, China's foreign ministry declared the U.S.-South Korea alliance a "historical relic."

Military chiefs sound warnings of a hollow force

The End of the Affair?
By Kim Holmes and Nile Gardiner
For over half a century the Anglo-American "special relationship" has been a dominant force in world affairs. Today it is the engine of the global war on terror, and its enduring strength continues to confound and even infuriate leaders in continental Europe. Britain is the only nation the U.S. truly trusts as an ally; it is the British prime minister and not the German chancellor, the French president or the U.N. secretary-general, to whom the U.S. president looks first for partnership in addressing the big international security matters of the day.

Ensuring a Legacy: Solidifying the Bush Doctrine
By Kim R. Holmes, Ph.D.
After September 11, 2001, President George W. Bush set forth on a revolutionary approach to U.S. foreign policy. There was a tremendous sense of urgency and an assumption that the old way of doing things had not worked. The strategy of pursuing stability and of slowly working problems through the half-measured process of multilateral diplomacy had not prevented a direct attack on American soil. New strategies and measures were needed to deal with a drastically new and different world. The president moved determinedly to topple the regimes in Afghanistan and Iraq, to aggressively challenge the rogue regimes of Iran and North Korea, to shift the focus of alliance policies toward Japan and Central and Eastern European countries, to expand the range of military, law enforcement and diplomatic activities to fight the war on terrorism, and finally to adopt his now-famous freedom and democracy agenda aimed (in large measure) at the Middle East.
